Ayes: 7; Noes: 0 <br />Mayor Santos stated that an audience member, Steven Hill, had arrived at his <br />meeting location. <br />The City Council recessed from 9:40 p.m. to 9:49 p.m. <br />C. Matter of Consideration of Using Ranked Choice Voting (RCV) for the 2010 General <br />Municipal Election (Continued from December 7, 2009). <br />Mr. Hollister gave an overview of the item, introduced City Clerk Marian Handa, and <br />announced that Alameda County Registrar of Voters Dave Macdonald was also present. <br />Ms. Handa gave a PowerPoint presentation, addressing the issues and questions that had <br />been raised at the December 7 City Council meeting. Mr. Macdonald responded to <br />questions from the Council regarding the cost estimate for conducting the first RCV <br />election. He indicated that the estimates were fairly conservative and realistic. He <br />noted that Alameda County was able to negotiate a good price for the RCV system. <br />Public Comments on Item 10.C.: <br />Mike Katz, San Leandro resident, addressed the City Council, stating that he felt <br />RCV would encourage more people to vote, and possibly to run for office. He <br />commented that voter turnout is 30% higher in November. Mr. Katz commented that <br />the biggest issue is cost, and he asked whether the City should implement RCV now, <br />and start saving now, or start saving later. <br />Mia Ousley, San Leandro Community Action Network, addressed the City Council, <br />urging the Council's support of RCV. Ms. Ousley commented that RCV is good for <br />democracy, as it would make it more affordable for people to run for office, allow more <br />people to participate, save the City money, and has the potential to reform the election <br />system. <br />Sherry Smith, Past President of the League of Women Voters (LWV) of Berkeley, <br />Albany and Emeryville, addressed the City Council, commenting on the adoption of <br />RCV by Berkeley and Oakland. Ms. Smith commented that San Leandro could benefit <br />from the publicity surrounding the first use of RCV in Alameda County by <br />implementing it now. <br />
