MINUTES Page 5 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 19, 2010 <br />The City Council recessed from 7:44 p.m. to 7:53 p.m. Mayor Santos joined the meeting via <br />teleconference. <br />3. PUBLIC HEARINGS-CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br />A. Matter of Amendment to the San Leandro Zoning Code to Amend Articles 3 and 7 <br />Relative to Discount Superstores (postpones the public hearing on the Big Box <br />Ordinance to address zoning issues). <br />City Manager Hollister stated that staff recommends postponing the public hearing on <br />this item. <br />Council discussed the postponement of the item. Community Development Director <br />Luke Sims reported that issues raised at the Planning Commission meeting suggested <br />ways the ordinance could be improved. Staff recommends that once additional staff <br />work and outreach are performed, the ordinance would be brought back to the City <br />Council Business and Housing Development Committee and Planning Commission, <br />for a recommendation to the Council. <br />• Minute Order No. 2010-006, Motion Postponing the Public Hearing to a Future <br />Regular Meeting. Matter of Amendments to the San Leandro Zoning Code to Amend the Existing <br />Landscape Ordinance (Article 10 Landscape Requirements) to Require Additional <br />Water Conservation Standards for Certain New and Existing Landscape Installations <br />(modifies City regulations to conform to the basic requirements of the State model. <br />Water Efficient Landscape Ordinance [WELD]). <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister introduced Senior Planner Sally Barros. Ms. Barros gave a PowerPoint <br />presentation, describing the proposed Water Efficient Landscape Ordinance. Ms. <br />Barros responded to questions from the Council. <br />The Hearing was then opened to the public. <br />
