DRAFT MINUTES
Page 6
February 1, 2010
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting

(Moved to Item 9,
year contract for the period January 1, 2010 to December 31, 2010).
Items Removed from Consent Calendar.)
(1177/2134)

9. ITEMS REMOVED FROM CONSENT CALENDAR

Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the
Mayor.

Mayor Santos commended the , the San
Leandro Management Organization (SLMO) and the City negotiators for coming to
agreement on the MOUs. He commented on some of the highlights of the proposed
agreements: no wage increases, retirement formula modifications, and a one-day-per-month
th
furlough. Mayor Santos reported that at its January 30 retreat, the Council discussed the
s of fulltime staff that must be made in the next fiscal year.

Councilmember Prola thanked the employees for their concessions, pointing out that this is
the second year in a row that employees have not received a pay increase. Additionally, the
employees in these bargaining units will be taking a day-a-month furlough, which translates to
a 4.6% pay reduction, and will also work harder, since staffing will be further reduced.
Councilmember Prola further noted that employees will also be making additional
contributions to their medical plans in 2011.

Vice Mayor Starosciak asked whether the City Council could also be furloughed on the days
that City staff will be furloughed. City Attorney Williams replied that, as elected officials,
members of the Council cannot be subjected to a furlough, as they are on
duty at all times. With respect to compensation reduction, state law explicitly states that
Councilmembers cannot reduce their compensation while in office. Ms. Williams noted that
in 2011, when new members are seated, the Council could opt to reduce its compensation.

Mayor Santos commented that his salary was reduced by one-third when he took office, and
that he has made other substantial reductions to his budget.

Resolution No. 2010-015
8.J. , Resolution Approving the Memorandum of Understanding
Local 21 IFPTE, AFL-CIO (SLECA) (provides for one-year contract for the period

January 1, 2010 to December 31, 2010).
