A.Council Review and Selection of Three Projec Congressional Representatives During the March National League of Cities Conference in Washington D.C. for Inclusion in the Federal Fiscal Year 2011 Budget (selects three projects to lobby for federal funding). Mr. Hollister reported that the deadline is this Friday to submit projects to Senator Boxer for funding consideration. During its trip to Washington, D.C. in March, the Council delegation will meet with representatives from HUD (Housing and Urban Development) and the Department of Transportation, and will emphasize the -Oriented Development (TOD) projects. Mayor Santos commented on the six funding priorities put forward by the U.S. Conference of Mayors, and the funding available through the Energy Efficiency and Conservation Block Grants (EECBG), Community Oriented Policing Services (COPS), and Transportation Investment Generating Economic Recovery (TIGER) grants. He suggested that with Kaiser coming to San Leandro, additional justification could be made for funding for the Marina Boulevard overcrossing project. Councilmember Souza commented that, having been a member of the previous Council delegation to D.C., she found that it was difficult to present the same projects to all of the legislators, since each one has different priorities and interests. Councilmember Prola noted that some legislators look for projects that are regional in nature. He expressed interest in adding the Triangle Project list. Vice Mayor Starosciak suggested resubmitting the projects that were selected for presentation last year, with the addition of the Triangle Project. She concurred with Councilmember Souza that support for a project varies based on the legislator, and gave the example of Congressman Stark the police building expansion. She indicated that when the delegation talks to the Department of Justice (DOJ), it will be important to lobby on behalf of the COPS Hiring Recovery Program (CHRP) for police officer funding. She noted that the Marina Boulevard and Davis Street overcrossings and interchanges still need additional federal funding. Councilmember Stephens noted that the City did not receive funding for any of the projects on last yea. He suggested that if the trips do not yield results, then perhaps they should be discontinued.
