ITEMS REMOVED FROM CONSENT CALENDAR <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br />Mayor Santos commended the San Leandro City Employees' Association (SLCEA), the San <br />Leandro Management Organization (SLMO) and the City negotiators for coming to <br />agreement on the MOUs. He commented on some of the highlights of the proposed <br />agreements: no wage increases, retirement formula modifications, and aone-day-per-month <br />furlough. Mayor Santos reported that at its January 30~' retreat, the Council discussed the <br />City's additional reductions of fulltime staff that must be made in the next fiscal year. <br />Councilmember Prola thanked the employees for their concessions, pointing out that this is <br />the second year in a row that employees have not received a pay increase. Additionally, the <br />employees in these bargaining units will be taking aday-a-month furlough, which translates to <br />a 4.6% pay reduction, and will also work harder, since staffing will be further reduced. <br />Councilmember Prola further noted that employees will also be making additional <br />contributions to their medical plans in 2011. <br />Vice Mayor Starosciak asked whether the City Council could also be furloughed on the days <br />that City staff will be furloughed. City Attorney Williams replied that, as elected officials, <br />members of the Council cannot be subjected to a furlough, as they are considered to be "on <br />duty" at all times. With respect to compensation reduction, state law explicitly states that <br />Councilmembers cannot reduce their compensation while in office. Ms. Williams noted that <br />in 2011, when new members are seated, the Council could opt to reduce its compensation. <br />Mayor Santos commented that his salary was reduced by one-third when he took office, and <br />that he has made other substantial reductions to his budget. <br />8.J.
