CITY OF SAN LEANDRO <br />CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE <br />February 23, 2010 <br />4:00 - 5:30 p.m. <br />San Leandro City Hall <br />835 East 14th Street <br />San Leandro, California <br />(City Manager's Large Conference Room) <br />HIGHLIGHTS <br />Committee Members <br />present: Mayor Tony Santos (Chair), Councilmembers Jim Prola and Bill Stephens <br />City Staff present: Marian Handa, City Clerk; Steve Hollister, City Manager; Lianne Marshall, <br />Assistant City Manager; Jayne Williams, City Attorney <br />Public present: None <br />Chair Santos called the meeting to order at 4:10 p.m. <br />1. Discussion Regarding Proposed Format Changes to City Council Agenda <br />City Clerk Handa reviewed the proposed changes to the City Council agenda format, indicating <br />that the changes to the Council report and comment sections of the agenda were proposed to <br />streamline the reporting of the Council's activities. <br />The Committee members discussed the proposed format changes, and expressed their approval. <br />Committee Member Stephens expressed appreciation for the format changes. Chair Santos <br />commented on the various changes to the agenda format made over the years. <br />City Attorney Williams pointed out that there may be times when a member may need to seek <br />direction from the Council regarding an intergovernmental issue, and the Committee discussed <br />how best to make this request. A member can request during the meeting that the Mayor call for <br />consensus to schedule a future discussion. If, however, the matter is time-sensitive, the <br />Councilmember should contact the Mayor or City Manager to have the item placed on the agenda <br />for Council discussion and action. <br />
