City Council Rules and Communications Committee <br />February 23, 2010 <br /> <br />Committee members discussed problems the Council had experienced with members entering <br />into discussion on matters that were not on the agenda. Ms. Williams provided a handout on <br />Govt. Code section 54954.2, which limits this type of discussion. <br />Committee Recommendation: <br />The Committee recommends Council approval of the proposed agenda format changes. <br />2. Discussion Regarding Update to City Council Handbook <br />Ms. Handa outlined the process for updating the Council Handbook, and asked for the Committee's <br />input. <br />Committee Member Prola indicated that he preferred the format of the old handbook, and its <br />expanded table of contents. He also suggested that the changes to the existing handbook be made <br />with strike-out, so that it is easy to track the changes that have been made. <br />Chair Santos inquired about the Guidelines for Councilmembers Seeking Outside Governmental <br />Appointments. He asked staff to look into what staff support might be available and/or appropriate <br />for administrative support to Councilmembers appointed to outside agencies. Chair Santos also <br />stated that he would like to ensure that the Council follows Roberts Rules of Order, and the rules of <br />decorum in the existing handbook. <br />Staff commented on chapters to be included in the updated handbook, such as sections on ethics <br />and the Council's role in a disaster. As the sections are completed, staff will bring them forward to <br />the Committee for review and approval. Once all sections are approved by the Committee, the <br />revised handbook will be presented to the full Council for review and formal adoption. <br />3. Public Comments <br />None. <br />4.
