Ken stated that <br />staff would obtain that information and report back. Mayor Santos asked how streets are <br />prioritized for repair. Uche Udemezue stated that a pavement management system is <br />used to determine which streets need repair. Uche said that he would bring a <br />comprehensive report to the full Council on prioritizing street repair. <br />2. Discussion Regarding AC Transit Bus Rapid Transit (BRT) <br />Keith Cooke gave a PowerPoint presentation regarding the AC Transit Bus Rapid Transit <br />(BRT). He explained that his presentation is a preview of what will go to the Planning <br />Commission. The Planning Commission recommendation will be forwarded to the full <br />Council on April 51h <br />Keith outlined the goals and objectives of the BRT project and how these were influenced <br />by the City's transportation General Plan Goal 15. He described the BRT project, a <br />proposed 15 to 17 mile bus rapid transit (BRT) corridor connecting Bayfair Center, <br />Downtown San Leandro, Downtown Oakland, UC Berkeley and Downtown Berkeley <br />along portions of Telegraph Avenue and International Boulevard/East 14th Street. Keith <br />presented the BRT project timeline and the need for a transit solution. He stated that <br />transit service must be reliable and time competitive in order to attract new riders and <br />should support goals for reducing emissions. He also presented some of the challenges to <br />implementing the BRT, which included cost effectiveness, traffic impact due to lane <br />reduction and elimination of some street parking. Keith described the two available <br />options for the BRT project. Option A includes BRT to Downtown San Leandro BART <br />and local service from Downtown San Leandro BART to Bayfair BART. Option B <br />includes BRT with dedicated lanes and service to Bayfair BART. He stated that AC <br />Transit will study both options if the City selects Option A. <br />Keith stated that staff recommends Option A — BRT to Downtown San Leandro BART, <br />requesting AC Transit study both options. As part of the recommendation, include that <br />under the right conditions the City would consider BRT with dedicated lanes to Bayfair <br />BART so that the frequency and bus sizes maintain equivalent capacity. It is further <br />recommended that this issue be reviewed again before the full Council in September prior <br />to AC Transit's submittal of the final project. <br />Discussion ensued. Mayor Santos referred to the resolution passed in 2007 to end the <br />BRT at the San Leandro BART station. He would like for a copy of that resolution to <br />accompany any recommendation that is passed on to the full Council. Councilmember <br />
