Econstim 09 LSR Local Support 2 March 15, 2010 Analysis The City of San Leandro anticipates receiving $1,338,000 of JFMS funding based primarily on population. Lane mileage, pavement rehabilitation needs, and pavement maintenance performance between counties and local jurisdictions are factors also considered in determining the grant amount. As with all American Recovery and Reinvestment Act (ARRA) funds, JFMS funds are for construction and construction management costs to rehabilitate arterial roadways. The City's Pavement Management System identified the streets to be rehabilitated using these funds. The estimated total cost for this work is approximately $2,006,050. This project must be programmed and added to the MTC Transportation Improvement Plan (TIP). A Resolution of Local Support to complete our TIP application and ensure inclusion in the TIP update is required by March 31, 2010. In addition, the MTC recommends project sponsors include sufficient local funding or an add-on component to prevent excess funds after award and/or unused balances at close out. We will use $668,042,000 of Measure B funds and the JFMS grant funds to complete the project. Previous City Council Action(s) • On March 2, 2009, by Resolution No. 2009-030, the City Council authorized the filing of an application for ARRA 2009 funding and assuring completion of the project • On March 2, 2009, by Resolution No. 2009-031, the City Manager authorized the appropriation of $1,338,222 of grant funds • On March 2, 2009, by Resolution No. 2009-032, the City Manager authorized to Advertise and Award the ARRA-funded Street Rehabilitation -Aladdin Avenue and Washington Avenue -project • On October 5, 2009, by Resolution No. 2009-136, the City Council approved Program Supplement Agreement No. 015-N to Administering Agency -State Agreement No. 04- 5041R to Accept Federal Funds for the San Leandro Street Rehabilitation Project, Project No. 144-38-296, Federal -Aid Project No. ESPL-5041 (033) • On December 7, 2009, by Resolution 2009-159, the City Council authorized the filing of application for ARRA funding for $206,979 for the Bancroft Avenue Street Rehabilitation project Applicable General Plan Policy This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action Item 16.03-A: Funding for Maintenance. Code Compliance Review This project is Categorically Exempt from the CEQA/NEPA process.
