Econstim 09 LSR Local Support 2 March 15, 2010 <br />Analysis <br />The City of San Leandro anticipates receiving $1,338,000 of JFMS funding based primarily on <br />population. Lane mileage, pavement rehabilitation needs, and pavement maintenance <br />performance between counties and local jurisdictions are factors also considered in determining <br />the grant amount. <br />As with all American Recovery and Reinvestment Act (ARRA) funds, JFMS funds are for <br />construction and construction management costs to rehabilitate arterial roadways. The City's <br />Pavement Management System identified the streets to be rehabilitated using these funds. The <br />estimated total cost for this work is approximately $2,006,050. <br />This project must be programmed and added to the MTC Transportation Improvement Plan <br />(TIP). A Resolution of Local Support to complete our TIP application and ensure inclusion in <br />the TIP update is required by March 31, 2010. <br />In addition, the MTC recommends project sponsors include sufficient local funding or an add-on <br />component to prevent excess funds after award and/or unused balances at close out. We will use <br />$668,042,000 of Measure B funds and the JFMS grant funds to complete the project. <br />Previous City Council Action(s) <br />• On March 2, 2009, by Resolution No. 2009-030, the City Council authorized the filing of an <br />application for ARRA 2009 funding and assuring completion of the project <br />• On March 2, 2009, by Resolution No. 2009-031, the City Manager authorized the <br />appropriation of $1,338,222 of grant funds <br />• On March 2, 2009, by Resolution No. 2009-032, the City Manager authorized to Advertise <br />and Award the ARRA-funded Street Rehabilitation -Aladdin Avenue and Washington <br />Avenue -project <br />• On October 5, 2009, by Resolution No. 2009-136, the City Council approved Program <br />Supplement Agreement No. 015-N to Administering Agency -State Agreement No. 04- <br />5041R to Accept Federal Funds for the San Leandro Street Rehabilitation Project, Project <br />No. 144-38-296, Federal -Aid Project No. ESPL-5041 (033) <br />• On December 7, 2009, by Resolution 2009-159, the City Council authorized the filing of <br />application for ARRA funding for $206,979 for the Bancroft Avenue Street Rehabilitation <br />project <br />Applicable General Plan Policy <br />This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action <br />Item 16.03-A: Funding for Maintenance. <br />Code Compliance Review <br />This project is Categorically Exempt from the CEQA/NEPA process. <br />
