An Ordinance Amending the San Leandro Municipal Code to Add a New Chapter 5-7 to Implement the Digital Infrastructure and Video Competition Act (DIVCA) of 2006 (facilitates the implementation of DIVCA by setting forth local regulations for the provision of video service by state franchise holders within the City). Mr. Hollister commented on the authorized uses of DIVCA funds. Assistant to the City Manager Jacquelyn Diaz reported that the proposed action grants the City the ability to collect Public Education, and Government (PEG) fees for government access and education purposes. Vice Mayor Starosciak remarked that the entire western end of the City has only AT&T access, and no Comcast. She asked if there was some alternative to AT&T for the industrial area.
