MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 1, 2010 <br />8.G. Resolution Approving the Appropriation of Park Development Funds for Fixtures, <br />Furnishings, and Equipment Related to the Senior Center Phase 2 Improvements, <br />Project No. 06-210-18-116 (approves an appropriation in amount of $300,000 for the <br />installation of fixtures, furnishings, and equipment). <br />Mayor Santos commented that he thought this item would be discussed by the Finance <br />Committee prior to Council's consideration. He asked how the City would be able to <br />operate both the Senior Community Center and the Marina Community Center. <br />Mr. Hollister reported on the cost of opening and operating the Senior Community <br />Center, and he stated that no decision has been made as to when the Center would open. <br />Mr. Hollister further reported that the $300,000 cost for the FFE (fixtures, furnishings <br />and equipment) was about half the amount originally budgeted. The FFE would be <br />necessary in order to use the Center as an Emergency Operations Center (EOC) in the <br />event of a disaster. He indicated that the opening of the Senior Community Center will <br />be one of the items reviewed by the Finance Committee at its meeting tomorrow, and by <br />the Council at its upcoming budget work session on March 22. Mr. Hollister noted that <br />this is one of many difficult and controversial reductions in service that the City is <br />facing in an attempt to balance its budget. <br />The Council discussed whether the official name of the facility was the "Senior Center" <br />or "Senior Community Center." Recreation and Human Services Director Carolyn <br />Knudtson stated that the official name of the facility is the Senior Community Center. <br />• Resolution No. ZO10-025, Resolution Approving the Appropriation of Park <br />Development Funds for Fixtures, Furnishings, and Equipment Related to the <br />Senior Center Phase 2 Improvements, Project No. 06-210-18-116 (approves an <br />appropriation in amount of $300,000 for the installation of fixtures, furnishings, <br />and equipment). ACTION ITEMS <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br />A. Resolution of Intent to Provide Two Years Additional Service Credit as an Incentive to <br />Identified Classifications to Retire (establishes a designated period of March 15, 2010 <br />through June 15, 2010 for an early retirement incentive for 20 job classifications). <br />Mr. Hollister provided a summary of the item, pointing out the addition of one position, <br />Planning Manager. He stated that of the 37 eligible individuals, 12 to 15 employees <br />would likely take the early retirement option. The window of eligibility is March 15 to <br />June 15, 2010. <br />
