Report on Airport Noise Insulation Program <br />William Schock reported that 81 homes have been insulated to date, and an additiona173 are <br />ready to go as soon as the Port of Oakland provides the funding. The Port believes that the <br />terms of the Settlement Agreement dictate that the project was to be completed by 2008. Since <br />the Port is experiencing financial challenges, it is not certain it is able to complete the <br />insulation of the remaining homes. City staff is continuing to work with Port staff to resolve <br />this issue and move forward with the remaining homes. Rob Forrester from the Port said that <br />Port staff hopes to take a proposal to the Port Board of Directors within the next two months. <br />Councilmember Prola commented that he would hope that the Port would hold to the spirit of <br />the agreement and complete the project as promised to the community. Vice Mayor Starosciak <br />said she is hopeful that the Port will be flexible. <br />City Manager Hollister commented on the good relationship the City has with the Port, and <br />acknowledged that the Port's fiscal challenges are what lead to the stall in the program. <br />John Manuel from the South Field Group wondered what happened to cause the project to not <br />be completed within the schedule set in the agreement. Kathy Ornelas commented that the <br />sunset date caught staff by surprise, but also acknowledged the challenges staff has been facing <br />
