POTENTIALLY <br /> POTENTIALLY SIGNIFICANT LESS THAN <br />NO <br />ISSUES SIGNIFICANT UNLESS SIGNIFICANT IMPACT SOURCES <br /> ISSUES MITIGATION IMPACT <br /> INCORPORATED <br />1. LAND USE AND PLANNING. Would the project: <br />a• Physically divide an established community? X 1, 2 <br />b• Conflict with any applicable land use plan, policy, or X 1, 2, 3, 5 <br />regulation of an agency with jurisdiction over the <br />project (including, but not limited to the general plan, <br />specific plan, local coastal program, or zoning <br />ordinance) adopted for the purpose of avoiding or <br />mitigating an environmental effect? <br />c• Conflict with. any applicable habitat conservation plan X 1, 3, 6 <br />or natural community conservation plan? <br />EXPLANATION: <br />a) Physical division of an existing community would typically be associated with construction of a new highway, <br />railroad, subway, park, or other linear feature. In this case, the project is a programmatic update of the City's <br />Housing Element and would have no such effect. No changes to the General Plan Map or Zoning Map would occur <br />and no physical changes which would create barriers within the community are anticipated. The Element supports <br />and reinforces existing General Plan policies to encourage infill housing, promote higher densities around transit, <br />and balance jobs and housing in future growth. Policies in both the Land Use Element and the Housing Element <br />support de-concentration of lower income housing to avoid creating physical, social and economic divisions in the <br />city. <br />b) The Housing Element does not conflict with any federal, state, county or special district plans, and is consistent with <br />applicable City of San Leandro plans, policies, and regulations. The Element recommends a set of revisions to local <br />zoning regulations to remove potential constraints to housing development. It also recommends an update of the <br />City's inclusionary zoning ordinance so it is more responsive to housing market trends. Neither of these actions <br />would be considered conflicts with regulations adopted for the purpose of avoiding or mitigating an environmental <br />affect. Action 53.01-D of the Housing Element calls for updating the General Plan Future Land Use Map so it <br />reflects the land uses and densities depicted on the already adopted TOD Strategy Land Use Plan. This is an <br />administrative task and would not be a substantive change to the Map, since the TOD designation has already been <br />implemented through zoning. The change is intended to ensure consistency between the General Plan and TOD <br />Plan and eliminate a potential conflict that exists between the maps in each document. <br />c) The Housing Element does not propose land use changes to any area covered by a Habitat Conservation Plan or <br />Community Conservation Plan. The City implements a number of plans to protect shoreline marsh areas. There are <br />no housing sites in or immediately adjacent to the protected shoreline marshlands. <br />2. POPULATION AND HOUSING. Would the project: <br />a• Induce substantial population growth in an area either X 3, 7 <br />directly, for example, by proposing new homes and <br />businesses, or indirectly, through projects in an <br />undeveloped area or major infrastructure? <br />b• Displace substantial number of existing housing, X 1, 3 <br />necessitating the construction of replacement housing <br />elsewhere? <br />c• Displace substantial numbers of people, necessitating X 1, 3 <br />the construction of replacement housing elsewhere? <br />Housing Element Initial Study and Negative Declaration 8 February 2010 <br />
