FY 2010-2014 HUD Five-Year Consolidated Plan 3 <br />FY 2010-2011 Annual Action Plan <br />April 19, 2010 <br />3. Funding for General Administration increased from $124,729 to $136,419 as a result of <br />the increased CDBG entitlement grant amount. <br />4. For Public Facilities and Improvements, the increased CDBG entitlement grant of <br />$785,872 resulted in an additional $48,394 funds. Staff recommends funding for the <br />Alameda Childcare Center Tenant Improvement project be increased from $77,000 to <br />$100,000. Also, staff recommends the Section 108 Loan Repayment amount be <br />increased from $95,828 to $121,222. The loan repayment schedule has not been <br />forwarded to the City because the City's loan application for the Senior Center <br />construction is still pending HUD approval. <br />5. The City's HOME allocation amount for FY 2010-2011 is $345,247 which is a 4.3% <br />increase from last year's HOME allocation of $330,314. The City's total HOME funds <br />for FY 2010-2011 increased to $685,848. <br />6. City staff has proposed adding tenant-based rental assistance (TBRA) as an eligible <br />HOME-funded activity. The City has historically only utilized HOME funds to acquire, <br />rehabilitate, finance, and/or construct affordable rental housing. This new activity <br />provides the City with more flexibility in providing housing opportunities for low- and <br />moderate-income persons. <br />Current City Council Policy <br />Current Council Policy is defined by the FY 2005-2009 Consolidated Plan adopted by <br />Resolution No. 2005-046 on April 18, 2005. Upon Council approval, the FY 2010-2014 <br />HUD Five-Year Consolidated Plan replaces the FY 2005-2009 Plan. <br />Previous City Council Action(s) <br />A public hearing was held on March 15, 2010, to consider the proposed FY 2010-2014 <br />HUD Five-Year Consolidated Plan and the proposed FY 2010-2011 Annual Action Plan, <br />receive public comments, start the 30-day public comment period for both Plans, and set <br />a second public hearing date for April 19, 2010 to consider public comments and adopt <br />both Plans. <br />City Council Committee Review and Action <br />Business and Housing Development Committee received the Draft FY 2010-2014 HUD <br />Five-Year Consolidated Plan and Draft FY 2010-2011 Annual Action Plan on April 8, <br />2010. <br />Applicable General Plan Policy <br />The Consolidated Plan addresses the goals of the Housing Element of the General Plan, <br />such as increasing the supply of affordable for-sale and rental housing, and providing <br />opportunities for home ownership, preserving and rehabilitating existing affordable <br />owner-occupied and rental housing, and addressing special needs populations. <br />Permits and/or Variances Granted <br />N/A <br />
