• Continue to support first-time homebuyers by supporting fair lending practices and the City's <br />First-Time Homebuyer Program, which is administered by the Bay Area Home Buyer Agency <br />(BAHBA). <br />• Continue to support affordable housing production. The City will support affordable housing <br />developers by providing financial and technical assistance as well as by mitigating local policies <br />and regulations, when feasible, that restrict the production of housing (i.e. increase the cost or <br />feasibility of housing development). <br />• Continue to ensure that City local zoning ordinances do not restrict fair housing choice by <br />conflicting with State and federal fair housing requirements. <br />• The City is currently in the process of having its Housing Element (period January 1, 2007 <br />through June 30, 2014) be certified with the State Department of Housing and Community <br />Development. The City will use its Housing Element to the City's address affordable and fair <br />housing needs. <br />• Although there is no public housing in the City of San Leandro, the City will continue to support <br />the Housing Authority of the County of Alameda (HACA) to ensure adequate outreach to <br />minority, limited-English proficiency, and special needs populations regarding the availability of <br />public housing and Section 8 vouchers. <br />• Continue to plan for higher residential and employment densities where appropriate to maximize <br />access to local transit systems by continuing to collaborate with local transit agencies. <br />Housing and Community Development Strategic Plan - FY 2010-2014 <br />City of San Leandro <br />Page 43 <br />
