acquire and redevelop abandoned and/or foreclosed homes and residential properties that might <br />otherwise become sources of blight within their communities. Alameda County HCD, as lead <br />agency for the Neighborhood Stabilization Program - 2 Consortium (the cities of San Leandro, <br />Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Pleasanton, Union City, and the <br />Unincorporated County), applied for and received $11 million of NSP2 funding. ,The <br />Consortium's NSP2 program goal is to produce 108 units of housing under its Multi-Family <br />Rental Program for Low Income Households and its Single-Family Acquisition, Rehab, and <br />Resale Program. <br />Homelessness Prevention Rapid Re-Housing Program (HPRP) <br />The Homeless Prevention and Rapid Re-Housing Program (HPRP) funds are part of the <br />American Re-Investment and Recovery Act of 2009 (ARRA) which provides funding and <br />homeless assistance to prevent homelessness to persons at risk of becoming homeless. <br />Coordinating with the cities of Alameda and Hayward, Alameda County Housing & Community <br />Development Department (HCD), and service partners Building Futures with Women & <br />Children, who serves as the lead applicant and agency, Abode Services, and Davis Street Family <br />Resource Center, the City co-applied for and received $1.5 million in HPRP grants. The funds <br />will be used to create a regional Housing Resource Center (HRC), which will be located at the <br />Davis Street Family Resource Center, that will provide housing stabilization and financial <br />assistance services to homeless individuals and families and those at risk of homelessness. The <br />City of San Leandro's three-year goal under the Mid-County HRC is to serve approximately <br />200-300 families and 150-194 unduplicated individuals who reside in the City. <br />HUD Economic Development Initiative (EDI~pecial Projects Grant <br />The City anticipates expending the remaining funds of its last HUD Economic Development <br />Initiative Grant (HUD-EDI) account in FY 2010-11. The $346,500 HUD-EDI grant is dedicated <br />to funding the City's East 14th Street Streetscape & Pedestrian Safety Improvements Project. <br />Implementing the strategies of the City's adopted East 14th Street South Area Development <br />Strategy, the project consists of installing new landscaped medians, enhanced pedestrian <br />crosswalks, and other related Streetscape improvements along an eight-block long segment of <br />East 14th Street (from 136th Avenue to 144th Avenue). <br />Action Plan - FY 2010-2011 <br />City of San Leandro <br />Page 15 <br />
