Applicant Historical Funding Summary <br />The following agencies appealed the HSC funding recommendation: <br />• Girls Inc. -Reconsider the funding amount. <br />• DCARA -Reconsider all of the funding proposals during the 2°d year of funding. <br />• Spectrum -Argued that the Fall Risk & Lunch Programs are critical services. <br />The Commission also received the following suggestions: <br />• Emergency Shelter -Consider the agency for funding should more funding become <br />available. <br />• Stepping Stones -Hope that CAP funding is restored when economic conditions permit. <br />The Human Services Commission heard the appeals at the March 24, 2010 Commission meeting <br />and took the following action: <br />• Make no changes to the original recommendation. <br />• Not commit the unallocated funds until the City receives the final CDBG allocation. <br />• Re-evaluate the recommendations should we receive less/more money from CDBG or <br />City General Fund. <br />• Revisit all of the proposals next fiscal year depending on the availability of funds. <br />• Information provided by the appellants and .public comments at the March 24, 2010 <br />Commission meeting will be taken into consideration should the funding <br />recommendations be re-considered. <br />• Because the grant amounts have been reduced significantly, minimize the grant <br />administrative requirements to the extent permitted by CDBG guidelines. <br />On April 8th, the City Council Business & Housing Development Committee reviewed the <br />CDBG Action Plan, including the CAP recommendations. Committee members asked if the <br />HSC took into consideration that Davis Street Family Resource Center (DSFRC) received <br />$500,000 from the City to purchase their building. It was suggested that DSFRC will have <br />monthly rental costs savings that could be reallocated to programs. Committee members asked if <br />this was considered by the HSC. The HSC was aware of the contribution to the building <br />acquisition and recommended CAP funding for the following reasons: <br />• DSFRC serves as the City's one-stop resource center for a variety of social service needs <br />(mental health, health care, food, clothing, shelter information, etc.). <br />• The agency meets critical basic needs in the community. <br />• DSFRC is a long-time City partner and San Leandro based agency. <br />• The number of residents served per year is high (15,000). <br />CONCLUSION <br />Staff recommends approval of the Human Services Commission Community Assistance Grant <br />Program funding recommendations for FY 2010-12 subject to minor changes when the HSC <br />allocates the remaining $6,880. Second year funding is contingent upon available funds. <br />
