2010 General Municipal Election Page 3 April 5, 2010 <br />April 5, 2010-The motion to approve the RCV-enabling ordinance failed by a 3-3 vote <br />(Members Souza, Starosciak and Stephens opposed; Member Gregory absent). <br />City Council Committee Review and Action <br />At its meeting on October 27, 2009, the City Council Rules and Communications Committee <br />discussed the use of RCV, and recommended that the matter be brought to the full City Council <br />for further discussion and action. <br />Summary of Public Outreach Efforts <br />Notification of the election date change has been published in both the Daily Review and San <br />Leandro Times. The City's election webpage has been updated, and contains information on the <br />election date change. A notice will run on the City's Government Access Channel 15 through <br />mid-April. A large-scale public outreach effort is being coordinated with Berkeley, Oakland, San <br />Leandro and Alameda County to educate voters on RCV, and will get underway soon. <br />Fiscal Impact <br />Adoption of the ordinance and use of RCV in November 2010 is estimated to cost $187,000. <br />Conducting anon-RCV election in November 2010, and withdrawing from participation in the <br />RCV MOU with Alameda County and the Cities of Berkeley and Oakland, will cost an estimated <br />$140,000 if a runoff election is not required, and $340,000 if an all-mail ballot stand alone runoff <br />election is needed. <br />Attachments <br />Notice of Suspension of Vote on Action Item 10(B) from April 5, 2010 Meeting, filed by Mayor <br />Santos on April 6, 2010. <br />CONCLUSION <br />Adoption of the ordinance will allow for the use of RCV to conduct the General Municipal <br />Election on November 2, 2010. <br />Failure to adopt the ordinance will require the City to hold a stand alone runoff election for any <br />Council races that do not produce a majority winner in the November 2010 election. <br />
