MINUTES Page 5 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-Apri15, 2010 <br />Vice Mayor Starosciak expressed appreciation for the extensive discussion of the <br />impact of the City's housing goals on schools, and the need for ongoing discussion on <br />this issue. Vice Mayor Starosciak submitted several comments to staff, which resulted <br />in edits to the Housing Element. At Vice Mayor Starosciak's request, staff distributed a <br />summary of the edits to the Council. <br />Mayor Santos commented on the lack of shelter beds for single men in the Bay Area. <br />The Hearing was then opened to the public. <br />Dan Martinez, Congregations Organizing for Renewal (COR), addressed the City <br />Council, commenting that the RHNA (Regional Housing Needs Assessment) goals for <br />low- and very low-income were unmet in the previous Housing Element, and expressed <br />concern about the ability to meet the goals contained in the new Housing Element. Mr. <br />Martinez provided a letter to the Council from COR, containing several suggestions for <br />inclusion in the updated Housing Element, including additional protections for renters. <br />Vu-Bang Nguyen, Land Use Program Coordinator for Urban Habitat, addressed <br />the City Council, requesting that the Council consider incorporating in the Housing <br />Element a 30% inclusionary housing requirement in the TOD (Transit Oriented <br />Development) area, and other suggestions listed in Urban Habitat's letter. <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br />• Resolution No. 2010-035, Resolution Adopting the Updated Housing Element as <br />Part of the San Leandro General Plan (adopts the Negative Declaration/Initial <br />Study and the updated Housing Element).
