Hollister, City Manager <br />FROM: Michael Bakaldin, Public Works Director M$ <br />BY: Jennifer Nassab, Administrative Analyst <br />SUBJE CT/DE SCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Stephen .Hollister <br />City Manager <br />RESOLUTION AMENDING TITLE 12, CHAPTER 8, SECTION 12.8.105 OF THE SAN <br />LEANDRO ADMINISTRATIVE CODE RELATING TO STREET TREE POLICY <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council adopt a resolution to amend and update Title 12, Chapter <br />8, Section 12.8.105 of the Administrative Code relating to Street Tree Policy and Procedure <br />("Tree Policy"). <br />BACKGROUND <br />Title 12, Chapter 8, Section 12.8.105 of the Administrative Code currently lists the fee for tree <br />planting at $0.00. Staff is proposing that the tree planting fee be increased to $100.00 per tree for <br />fiscal year 2010-11 to cover part of the cost of offering a tree planting service to residents. The <br />fee would only apply to street trees planted at a resident's request. Residents will not be charged <br />when a tree is removed and replaced by the City. <br />Staff has proposed to eliminate the free tree planting program to reduce the General Fund budget <br />in fiscal year 2010-11. Rather than discontinuing residential tree planting altogether, the service <br />would be offered for a fee pending approval of the Fee Schedule by the City Council. The <br />Administrative Code would be revised to reference the current Fee Schedule for the cost. This <br />will allow the fee to be increased, decreased or eliminated in future years without subsequent <br />revisions to the Administrative Code. <br />Previous City Council Action(s) <br />Title 12, Chapter 8 of the Administrative Code was previously amended by the City Council on <br />November 3, 2008. <br />City Council Committee Review and Action <br />At its April 20, 2010 meeting, the City Council Finance Committee reviewed and recommended <br />the increase to the tree planting fee as part of its consideration of the proposed Fee Schedule. <br />
