Ayes: 7; Noes: 0 <br /> <br /> <br />B.Matter of Approval of FY 2010-2014 U.S. Department of Housing and Urban <br />Development (HUD) Five-Year Consolidated Plan and FY 2010-2011 Annual Action <br />Plan. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister introduced Housing/CDBG Manager Tom Liao. Mr. Liao gave a PowerPoint <br />presentation on the approval process for the FY 2010-2014 HUD Five-Year <br />Consolidated Plan and FY 2010-2011 Annual Action Plan, and he reported on the <br />changes made to the Draft 2010-2011 Annual Action Plan. <br /> <br />Recreation and Human Services Manager Joann Oliver presented the recommendations <br />from the Human Services Commission (HSC) for funding organizations through the <br />Community Assistance Program (CAP). The CAP funding will be made solely through <br />CDBG, with no General Fund contribution, and Ms. Oliver reviewed the criteria used <br />by the HSC for making its funding recommendations. <br /> <br />Mayor Santos commented that he is working with Senator Barbara Boxer, and the U.S. <br />Conference of Mayors, to try to increase CDBG funding for San Leandro. <br /> <br />Staff responded to questions from the Council. <br /> <br />Mayor Santos suggested that staff look into the possibility of funding for the Spectrum <br />Lunch Program. <br /> <br />The Hearing was then opened to the public. <br /> <br /> <br />
