Update on Draft FY 2010-14 HUD Five Year Consolidated Plan and FY 2010-11 Annual <br />Action Plan <br />Housing Manager Liao explained that the FY 2010-2014 Five-Year Consolidated Plan updates <br />the housing and community development needs in San Leandro and the strategies for meeting <br />these needs. The FY 2010-2011 Annual Action Plan implements the strategies by undertaking <br />activities during the program year that utilize two HUD funding sources: Community <br />Development Block Grant (CDBG) and Home Investment Partnership (HOME) funds from <br />HUD. <br />Housing Specialist Hernandez explained that there are no substantive changes being <br />recommended for the FY 2010-2014 HUD Five-Year Consolidated Plan, and a variety of <br />changes are being proposed for the FY 2010-2011 Annual Action Plan. Hernandez informed the <br />Committee that the City received an increase in CDBG and HOME funds and circulated the <br />attached handout highlighting how these new funds would be distributed. <br />The Committee discussed the distribution of funds and the adoption schedule for both the FY <br />2010-14 HUD Five Year Consolidated Plan and FY 2010-11 Annual Action Plan. <br />2. Update on Redevelopment Advisory Committee Meetings to Date <br />Business Development Manager Battenberg provided an overview for the Committee explaining <br />that in July 2009, the Redevelopment Agency adopted a resolution to create anew <br />Redevelopment Advisory Committee (RAC) to provide input on proposed plans, projects, <br />policies and priorities in all three project areas (Plaza, Joint Alameda.
