Hollister, <br />City Manager <br />_. ~. <br />FROM: Uche Udemezue, Director ~ <br />Engineering and Transportatio Department <br />BY: Keith Cooke, Principal Engi eer <br />Engineering and Transporta ion Department j <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER OF ADOPTION OF A SUPPLEMENTAL TRAFFIC IMPACT FEE AND <br />AMENDING THE SAN LEANDRO ADMINISTRATIVE CODE TO ADD SECTION 8.10.320 <br />INCORPORATING ADMINISTRATIVE REGULATIONS FOR THE IMPLEMENTATION <br />OF THE FEE PROGRAM FOR DEVELOPMENTS WITHIN A ZONE OF BENEFIT TO <br />COVER THE COST OF IMPROVEMENTS TO THE MARINA BOULEVARD / <br />INTERSTATE-880 (I-880) INTERCHANGE. <br />SUMMARY AND RECOMMENDATION <br />The Marina Boulevard /Interstate 880 (I-880) Interchange (Interchange) requires improvements <br />to handle the predicted traffic volume in 2030. The cost of design and construction of these <br />improvements is estimated at approximately $27,000,000 (2008 dollars). A portion of the <br />increased traffic volume will be generated by new development within the city. This action will <br />establish a supplemental traffic impact fee on new development within a zone of benefit. The <br />fee will be proportional to the anticipated use of the Interchange by each new development. <br />Staff recommends that the City Council make the findings described in the attached report, adopt <br />the proposed supplemental impact fee, and amend the San Leandro Administrative Code to add <br />regulations for the implementation of the fee program. <br />BACKGROUND <br />Marina Boulevard, an arterial street in San Leandro, currently crosses over I-880, amulti-lane <br />controlled access freeway maintained by the State of California, via afour-lane bridge. There <br />are connector ramps in each quadrant of the Interchange that allow vehicles to enter and exit the <br />highway. Traffic at the Interchange is expected to nearly double by the year 2030, reducing the <br />level of service below the City minimum of D unless improvements are made. <br />
