Marina/I-880 Traffic Impact Fee 4 May 3, 2010 <br />Previous City Council Action(s) <br />On April 7, 2008, by Resolution 2008-035, the City Council approved a contract with a TJKM <br />Traffic Consultants to perform a traffic impact fee analysis for the subject Interchange. <br />City Council Committee Review and Action <br />• The Facilities and Transportation Committee reviewed this issue at its March 9, 2010 <br />meeting <br />• The Facilities and Transportation Committee received a presentation of the proposed action <br />in June 2009 <br />Applicable General Plan Polic <br />• Goa14: Ensure that new residential development contributes its appropriate share toward the <br />provision of adequate schools, parks, and other public facilities <br />• Policy 4.02: Fair Share Contributions -Require new residential development to pay its fair <br />share of the cost of capital improvements needed to serve that development <br />• Policy 13.03: Mitigation of Development Impacts -Require developers to address the <br />impacts that their projects will have on the City's transportation system. A variety of <br />mitigation measures, including impact fees, street improvements, transportation demand <br />management (TDM) measures, and improvement of non-automobile transportation modes <br />should be considered <br />• Policy 52.02: Require future development to pay its fair share of the cost of improving the <br />water, sewer, drainage, and other infrastructure systems needed to serve that development. <br />Use fees and other appropriate forms of mitigation to cover the costs of upgrading public <br />infrastructure <br />Environmental Review <br />• The project is categorically exempt <br />• Environmental review of the construction project will be obtained by the ACCMA <br />Fiscal Impact <br />This fee will be added to the existing DFSI fee and collected at the same time. The additional <br />staff effort to collect the fee is negligible. There will be additional staff time required to add the <br />fee to the Administrative Code, track the amount collected, and terminate the fee when the <br />designated limit is reached.
