Marina/I-880 Traffic Impact Fee 4 May 3, 2010
Previous City Council Action(s)
On April 7, 2008, by Resolution 2008-035, the City Council approved a contract with a TJKM
Traffic Consultants to perform a traffic impact fee analysis for the subject Interchange.
City Council Committee Review and Action
• The Facilities and Transportation Committee reviewed this issue at its March 9, 2010
meeting
• The Facilities and Transportation Committee received a presentation of the proposed action
in June 2009
Applicable General Plan Polic
• Goa14: Ensure that new residential development contributes its appropriate share toward the
provision of adequate schools, parks, and other public facilities
• Policy 4.02: Fair Share Contributions -Require new residential development to pay its fair
share of the cost of capital improvements needed to serve that development
• Policy 13.03: Mitigation of Development Impacts -Require developers to address the
impacts that their projects will have on the City's transportation system. A variety of
mitigation measures, including impact fees, street improvements, transportation demand
management (TDM) measures, and improvement of non-automobile transportation modes
should be considered
• Policy 52.02: Require future development to pay its fair share of the cost of improving the
water, sewer, drainage, and other infrastructure systems needed to serve that development.
Use fees and other appropriate forms of mitigation to cover the costs of upgrading public
infrastructure
Environmental Review
• The project is categorically exempt
• Environmental review of the construction project will be obtained by the ACCMA
Fiscal Impact
This fee will be added to the existing DFSI fee and collected at the same time. The additional
staff effort to collect the fee is negligible. There will be additional staff time required to add the
fee to the Administrative Code, track the amount collected, and terminate the fee when the
designated limit is reached. This cost is estimated to be less than $10,000 over the life of the fee.
Attachments
• Marina Boulevard/Interstate 880 Interchange Traffic Fee Report
• Traffic Impact Fee Analysis for I-880/Marina Interchange Improvement
• Figure 2, Marina Boulevard/Interstate 880 Interchange Traffic Impact Fee Zone
