City of San Leandro <br />Community Development Department <br />Planning Services Division <br />Staff Report <br />DATE: April 22, 2010 <br />TO: Planning Commission <br />FROM: Kathleen Livermore, Planning Manager, and <br />Sally Barros, Senior Planner <br />SUBJECT: Kaiser Permanente San Leandro Medical Center/ Mixed -Use Retail <br />Development Project: Public hearing to consider a recommendation from the <br />Planning Commission to the City Council for certification of the Kaiser <br />Permanente San Leandro Medical Center/ Mixed -Use Retail Development Project <br />EIR and approval of the project as further defined below. The 63 acre project site <br />is divided into two portions, the southern portion (38 acres) is planned as a new <br />medical center and the northern portion (25 acres) is planned for a future mixed- <br />use retail development. Located between I-880 and Merced Street, and between <br />Marina Boulevard and Fairway Drive; 11 separate Alameda County Assessor's <br />Parcel Numbers between 077A-0647-001-34 and 077A-0647-012-03; Kaiser <br />Foundation Hospitals, applicant and property owner. <br />SUMMARY AND RECOMMENDATION <br />The purpose of this April 22, 2010 Planning Commission hearing is to receive comments from <br />the public on the merits of the proposed Kaiser Permanente San Leandro Medical Center/Mixed- <br />Use Retail Development project and on the adequacy of its EIR, and to consider Planning <br />Commission recommendations to the City Council on the various project entitlements currently <br />sought by Kaiser Foundation Hospitals (Kaiser). <br />Summary <br />The project site consists of an approximately 63 -acre parcel of property, formerly the site of an <br />Albertson's distribution center, located off Marina Boulevard just west of Interstate 880. Kaiser <br />Foundation Hospitals (Kaiser) purchased this property in November 2005 and has since been <br />working with the City of San Leandro to develop a plan for its ultimate development as both a <br />new medical center on the southern portion of the property, and as a future mixed-use retail <br />development on the northern portion of the property. <br />Planning Commission Staff Report April 22, 2010 <br />Kaiser Permanente San Leandro Medical Center and Mixed Use Retail Development Project <br />Page 1 of 28 <br />
