• facilities for refuse storage and pick-up, air compressors, incinerators, or other <br />equipment constituting a potential nuisance or undesirable view from adjacent <br />properties or streets and adequate provisions to minimize their undesirable aspects; <br />• Detailed elevations of all signs, as well as the location of such signs in the <br />development. <br />• a time schedule for construction and completion date; and <br />• major elevations or perspective renderings of all buildings, suitable to determine <br />whether the entire development will have architectural unity and be in harmony with <br />surrounding development. <br />As part of Kaiser's application submittal materials, they have included all of the information <br />required under these PD zoning provisions as pertains to Phase 1 of the Medical Center. Given <br />that the mixed-use retail component is not currently proposed for development, details for that <br />part of the Project and for ultimate buildout of the Medical Center have not yet been prepared. <br />The Planning Commission may recommend approval of the rezone to a Planned Development <br />Overlay District upon finding that the Planned Development Concept Plan is consistent with the <br />adopted Land Use Element of the General Plan (as amended) and other applicable policies of the <br />General Plan, and is compatible with surrounding development. <br />Site Plan Review <br />Site Design <br />The Medical Center is designed to integrate its state-of-the-art health care delivery into the <br />surrounding San Leandro community with a functional and aesthetic design (see EXHIBIT H: <br />Kaiser's "Entitlement Exhibits"). The Hospital, Hospital Support Building and Central Utility <br />Plant are based on a Kaiser prototype hospital, with campus design standards developed and <br />tested in other locations. Kaiser representatives indicate that site design guidelines are intended <br />to create a positive member experience and to focus on clear vehicular and pedestrian way - <br />finding, with the site elevated so that the building and campus design enhances the immediate <br />neighborhood and reflects and complements the surrounding community. The first impression of <br />the Medical Center buildings will be the various colors of the building elevations, providing a <br />contrast with the grey metallic materials and colors of the adjacent highway, overpass, roads and <br />parking lots, and the immediate neighborhood's light -industrial and office building setting. <br />Access to the Medical Center buildings is provided at separate and distinct entry points, with <br />segregated internal pathways for service trucks, ambulances, members and Kaiser Permanente <br />staff. The circulation network is also clearly marked by Kaiser's signage program. Tall, colored <br />and internally illuminated monument signs identify the entry points to the main entry to the <br />Hospital, the public Emergency Department entry and the out-patient entrance to the Hospital <br />Support Building. <br />Planning Commission Staff Report April 22, 2010 <br />Kaiser Permanente San Leandro Medical Center and Mixed Use Retail Development Project <br />Page 19 of 28 <br />
