EXHIBIT A <br />San Leandro Planning Commission <br />Resolution No. 2010-1 Recommending Approval of PLN2009-00030, the <br />Kaiser Permanente San Leandro Medical Center/ Mixed -Use Retail <br />Development Project <br />RESOLUTION RECOMMENDING THAT THE CITY COUNCIL <br />CERTIFY THE EIR AND AMEND THE GENERAL PLAN LAND USE <br />DESIGNATION, REZONE THE PROJECT SITE, APPROVE THE <br />PLANNED DEVELOPMENT PROJECT, AND APPROVE THE <br />DEVELOPMENT AGREEMENT <br />FOR THE KAISER PERMANENTE SAN LEANDRO MEDICAL CENTER <br />AND MIXED-USE DEVELOPMENT PROJECT <br />WHEREAS, the approximately 63 -acre site, located generally between I-880 and <br />Merced Street, and between Marina Boulevard and Fairway Drive, is currently designated with <br />land use designations of General Industrial and Light Industrial on the General Plan Land Use <br />Diagram of the San Leandro General Plan; and <br />WHEREAS, the intent of the General Commercial land use designation is to provide for <br />larger shopping centers, shopping districts, and commercial uses all providing a broader range of <br />goods and services and serving a broader market than the neighborhood commercial areas; and <br />WHEREAS, the proposed General Plan amendment is consistent with the overall goals, <br />objectives, and policies of the General Plan; that the proposed General Plan amendment will not <br />cause the General Plan to become internally inconsistent; and that the General Commercial land <br />use designation would allow residential mixed-use retail uses and/or hospital uses as proposed by <br />the Project; and <br />WHEREAS, the entire project site is currently zoned as an Industrial General District <br />combined with a Special Review Overlay District; and <br />WHEREAS, the Industrial General zoning district provides for and protects existing <br />industrial sites and allows for continued operation of existing general industry, subject to <br />performance standards and buffering requirements to minimize potential environmental impacts; <br />and <br />WHEREAS, the Commercial Community zoning district is intended to provide sites for <br />commercial centers containing a wide variety of commercial establishments including banking <br />and financial establishments and businesses selling home furnishings, apparel, durable goods, <br />and specialty items and generally having a citywide market area.
