increase in the amount of vehicle traffic on I-880 during the AM and PM peak <br />hours of more than one percent of the freeway segment's design capacity and <br />also result in queuing impacts to the southbound 1-880 off -ramp at Marina <br />Boulevard during the Saturday peak period. Mitigating this impact would <br />require the widening of 1-880. The required TDM program (MM AQ -2.1) <br />would reduce project trips through increased use of alternative modes of <br />transportation and would help to reduce trips along 1-880, but not to a level that <br />would reduce project impacts to less than significant. Widening the 1-880 <br />freeway is outside the purview of the City of San Leandro and within the <br />responsibility and jurisdiction of another agency. As such, the City cannot <br />guarantee implementation of the Mitigation Measure, and this impact would be <br />considered significant and unavoidable for purposes of the CEQA analysis. <br />This potentially unavoidable significant impact is overridden as set forth below <br />in the Statement of Overriding Considerations. <br />e. Traffic Impacts - Cumulative (2030) plus Project Buildout. When added to projected <br />cumulative traffic levels by year 2030, traffic associated with buildout of the entire <br />project (Phase 1 of the Kaiser Medical Center, the mixed-use retail development, <br />and Medical Center buildout) would cause several additional intersections to <br />degrade to substandard levels of service. Implementation of Mitigation Measures <br />TR -1.1 to TR -1.4, and TR -9.1 to TR -9.7 (all described above) would reduce the <br />impacts under Cumulative plus Kaiser Medical Center Build -Out plus Mixed -Use <br />Retail Development conditions except at the Davis Street/Phillips Lane, Marina <br />Boulevard/Merced Street, and Marina Boulevard/Wayne Avenue intersections. <br />(1) Project -generated traffic would adversely affect the Davis Street/Phillips Lane <br />intersection during the PM peak hour, resulting in a substandard level of <br />service. The intersection of Davis Street/Phillips Lane would deteriorate from <br />LOS E to LOS F during the PM peak hour with an increase in V/C of 0.05. <br />Therefore, the project impacts are significant. Mitigation Measure TR -13.1 <br />requires re -striping the westbound approach lanes at the Davis Street/Phillips <br />Lane intersection such that the westbound shared through -right lane shall be <br />converted to an exclusive through lane to provide one left -turn lane, two <br />through lanes, and one right -turn lane. The mitigation measure requires the <br />project sponsors to contribute fair -share funds towards this improvement. <br />However, implementation of this mitigation measure would require an <br />encroachment permit from Caltrans. As such, approval of this mitigation is <br />exclusively within the responsibility and jurisdiction of Caltrans and the City, <br />as lead agency for the Project, cannot guarantee Caltrans' approval. While the <br />City is requiring as a condition of approval that Kaiser seek an encroachment <br />permit from Caltrans, because the City cannot guarantee that this mitigation <br />measure will be fully implemented and no other feasible mitigation exists, this <br />impact is considered significant and unavoidable for purposes of the CEQA <br />analysis. This potentially unavoidable significant impact is overridden as set <br />forth below in the Statement of Overriding Considerations. <br />-15- <br />
