42. The Project will replace the existing Kaiser facilities in Hayward in accordance with <br />Kaiser Permanente's integrated model of health care delivery. This model requires <br />Hospital and Specialty Medical Services to share service space and to be co -located to <br />provide the best patient care. The proposed new Medical Center campus is logically and <br />cohesively planned, with services conveniently located next to other appropriate services <br />in order to minimize patients' inconvenience. <br />43. The Project will result in the construction of a new facility designed in a manner that <br />provides the City of San Leandro and its residents with a modern and competitive health <br />care facility, and will increase high quality jobs in San Leandro. <br />44. In accordance with state and federal law, the Project's state of the art emergency room <br />will be available to anyone needing emergency care, regardless of ability to pay, and will <br />result in improved access to emergency care for citizens of San Leandro. <br />45. The Project will create opportunities to provide health coverage for children in need in <br />the City of San Leandro, such as the KP Child Health Plan which currently covers <br />children in the City of San Leandro and elsewhere or other subsidized health care <br />programs. <br />46. The Project will provide a source of grant funding to non-profit community organizations <br />in San Leandro based on locally assessed health care priorities. <br />47. The Project's will provide conference rooms that can be made available for use by San <br />Leandro community organizations during evening and weekend hours, and the Project's <br />facilities can provide opportunities for health education classes, opportunities for <br />internship programs; opportunities for summer youth programs; and opportunities for <br />support and sponsorship of community events based on Kaiser Permanente's Community <br />Giving policies, for the benefit of the San Leandro Community. <br />48. The Retail Project will provide a range of other amenities to the general public, including <br />shopping, restaurants and other uses. <br />49. The Retail Project will serve as a catalyst for the revitalization of the western Marina <br />Boulevard community. <br />50. The Retail Project will result in a higher and better use of a currently vacant parcel, will <br />create new, high quality jobs for the community, and be a source of tax revenue for the <br />City. <br />-21- <br />
