Industrial land uses to the north and west, medical center and commercial land uses are <br />generally compatible with industrial land uses and not detrimental to public health, safety <br />or welfare. <br />Furthermore, the City will require subsequent environmental and site plan review for any <br />future proposal on the Retail/Mixed-Use Development site, ensuring that such <br />development, even if it includes a residential component, will not be incompatible with <br />surrounding development, nor would be detrimental to public health, safety, and welfare. <br />3. The proposed General Plan Amendment is otherwise consistent with the General <br />Plan. <br />The proposed General Plan Amendment is otherwise consistent with the General Plan <br />because it will further a number of existing General Plan policies, will not impede <br />achievement of other policies, and will not create any internal inconsistencies with the <br />General Plan. The proposed Amendment is consistent with the City's contemplated "City <br />Structure" (General Plan Fig. 3-1) because it proposes a medical center and commercial <br />development in a region identified as an employment district, near an intersection <br />identified as a neighborhood/community commercial center. By facilitating development <br />of a medical center and retail project, the General Plan Amendment also furthers a <br />number of other existing General Plan Goals, Policies, and Actions. For example, it <br />promotes economic diversity and the growth of the expanding health care industry (See <br />Policy 7.02). It encourages private reinvestment in an underutilized industrial and <br />commercial parcel to adapt the property to the changing economic needs (Policy 7.06). <br />The retail project will also enhance the City's tax base (Policy 7.07). Further, the General <br />Plan Amendment will not impede achievement of other existing policies, nor will it <br />create internal inconsistencies with existing policies. Accordingly, the Amendment is <br />consistent with the City's General Plan. <br />Rezone <br />1. The proposed rezone will be in general agreement with the adopted General Plan of <br />the City. <br />Should the City Council approve amending the General Plan to change the land use <br />designation of the entire 63 -acre site from General Industrial and Light Industrial to <br />General Commercial, the proposed rezoning of the entire site to Commercial Community <br />with a Planned Development Overlay [CC -(PD)], would be consistent with the General <br />Plan as amended. <br />Hospitals and mixed-use residential uses such as proposed under the project are generally <br />allowed in the Commercial Community district subject to approval of a Conditional Use <br />Permit. However, the Planned Development Overlay can be used to accommodate uses <br />that would otherwise require Conditional Use permits, subject to review by the Planning <br />Commission and City Council. Further, by facilitating the medical center and retail or <br />mixed-use development, the rezone would further a number of existing General Plan <br />policies (as demonstrated above) without impeding achievement of other General Plan <br />polices. <br />Recommended Findings of Fact April 22, 2010 <br />PLN2009-00030 Page 2 of 6 <br />
