EXHIBIT "D" <br />MITIGATION MONITORING AND REPORTING PROGRAM <br />FOR THE KAISER SAN LEANDRO MEDICAL CENTER / MIXED-USE RETAIL DEVELOPMENT PROJECT <br />Environmental Impact <br />VQ -2. The proposed project (including <br />both Phase 1 and Build -Out of the Kaiser <br />Medical Center and the Mixed -Use Retail <br />Development) could create a new source <br />of substantial light or glare that would <br />adversely affect day or nighttime views at <br />the project site and vicinity. <br />AQ -1. Construction activities associated <br />with the proposed project could cause <br />emissions of dust or contaminants from <br />equipment exhaust that could contribute <br />to existing air quality violations or expose <br />sensitive receptors to pollutant <br />concentrations. This would be a <br />temporary but potentially significant <br />impact. <br />Mitigation Measures <br />VQ -2.1 Implement lighting standards to minimize visual intrusion <br />The project sponsor(s) shall be required to apply street lighting standards and other <br />exterior lighting standards, such as those from the guidelines developed by the <br />Illuminating Engineering Society of North America, that are designed to reduce glare <br />on adjacent properties. <br />• New lighting shall be designed to reduce adverse impacts by using techniques <br />such as automatic shut off controls and glare shields and by appropriately <br />orienting and positioning fixtures at a height consistent with the intended use. <br />• Exterior lighting in parking areas, pathways, and common open space shall be <br />designed to provide for safe and secure access on the site while minimizing <br />impacts or visual intrusions on abutting or nearby properties from spillover and <br />architectural lighting that project upward. <br />• Lighting of building exteriors, parking areas, and pedestrian ways shall be of the <br />lowest intensity and energy use adequate for its purpose, and shall be designed <br />to focus illumination downward to avoid excessive illumination above the light <br />fixture. <br />AQ -1.1 Implement Recommended Dust and Exhaust Emission Control Measures <br />For both the future Mixed -Use Retail Development project and the Kaiser Medical <br />Center facilities, to reduce particulate matter emissions during the project's <br />demolition and construction phases, the project sponsors shall require the <br />construction contractors to comply with the dust control strategies developed by <br />BAAQMD. The project sponsors shall implement the BAAQMD requirements, which <br />would include the following measures, or other similar measures, as adopted by <br />BAAQMD: <br />• All exposed surfaces (e.g., parking areas, staging areas, soil piles, graded areas, <br />and unpaved access roads) shall be watered two times per day. <br />• All haul trucks transporting soil, sand, or other loose material off-site shall be <br />covered. <br />• All visible mud or dirt track -out onto adjacent public roads shall be removed using <br />wet power vacuum street sweepers at least once per day.
