Environmental Impact <br />EXHIBIT "D" <br />MITIGATION MONITORING AND REPORTING PROGRAM <br />FOR THE KAISER SAN LEANDRO MEDICAL CENTER / MIXED-USE RETAIL DEVELOPMENT PROJECT <br />Mitigation Measures <br />• Prohibit unnecessary idling of internal combustion engines. <br />• Utilize noise control blankets on the building structure as the building is erected to <br />reduce noise emission from the site. If necessary, use quilted noise control <br />blankets on or within existing hospital buildings specifically to shield extremely <br />sensitive areas; <br />• If approved by the Occupational Safety and Health Administration (OSHA), <br />spotters or flaggers in clear view of the operator may be used instead of backup <br />beepers to direct the backing operation of mobile equipment when there is no <br />public access to a construction site. This is allowed per the requirements of Title <br />8, Section 1592 of the California Administrative Code. <br />• Designate a "Noise Disturbance Coordinator" for construction activities. The <br />Coordinator shall be responsible for responding to any local complaints regarding <br />construction noise. The Coordinator will determine the cause of the noise <br />complaint (i.e., starting too early, bad muffler, no shielding), and will require that <br />reasonable measures warranted to correct the problem will be implemented. <br />Conspicuously post a telephone number at the project construction site to reach <br />the Coordinator and include it in the notices to neighbors regarding the project <br />construction schedule. <br />• The nearest sensitive receptors to the Mixed -Use Retail Development are also <br />approximately 800 feet away from the construction site, to the northeast across 1- <br />880 (along Sundberg Avenue). At a distance of 800 feet, vibration levels from <br />construction equipment would be well below the human response criteria of 85 <br />VdB. However, the existing commercial and industrial structures adjacent to the <br />northwest portion of the project site are within 100 feet of construction of the <br />Mixed -Use Retail Development. At this time, it is unknown if pile driving would be <br />required for construction of the structures at the Mixed -Use Retail Development. If <br />pile driving is required and would occur within 100 feet of the existing adjacent <br />structures, then these activities could expose the structures to excessive vibration, <br />resulting in damage. Vibration impacts for development of the Mixed -Use Retail <br />Development would therefore be potentially significant. <br />Monitoring Responsibility Implementation and <br />Monitoring Timeline <br />NO -2.
