LPA for AC Transit BRT 10 May 17, 2010 <br />Board/Commission Findings <br />March 25, 2010 -Planning Commission: Recommendation to Support Alternative 2 and <br />Alternative 4, same as in June 2007; 7 Aye, 0 No -Approved. Minutes attached. <br />Summary of Public Outreach <br />In addition to the public outreach described in the body of the report, notification of this meeting <br />included publication of a legal notice in the Daily Review, posting of the meeting agenda at City <br />Hall, and the mailing of 263 written notices to interested persons. <br />Fiscal Impact <br />There is no direct fiscal impact of this action. AC Transit has reimbursed the City for staff <br />review costs related to this project. <br />RECOMMENDATION <br />The Federal Transit Administration's (FTA) Transit Cooperative Research Program (TCRP) <br />Report 90 Bus Rapid Transit Volume 2: Implementation Guidelines recommends that dedicated <br />bus. lanes should maximize the person flow along a roadway with minimum net total person <br />delay over time. There should be a net savings in the travel time per person for all travelers. <br />When road space is allocated to BRT, the person minutes saved should be more than the person <br />minutes lost by people in automobiles. The number of persons traveling per hour in BRT should <br />exceed the number of persons traveling per hour in any of the adjacent general purpose lanes <br />within a 3 to 5 year period after the lane is placed in service. Staff recommends that dedicated <br />lanes not be implemented in the South Area until this condition can be met. As the FTA <br />Guidelines recommend, dedicated bus lanes must be perceived as reasonable by users, public <br />agencies and the general public. <br />In the North Area, Staff recommends the implementation of dedicated bus lanes from the north <br />City Limit to Georgia Way. Dedicated bus lanes in this area do not eliminate any travel lanes <br />and generally allow for the same capacity on the roadway with the potential to increase the <br />person throughput by providing exclusive lanes for BRT. <br />Based upon the preceding recommendations, staff recommends that the City Council approve the <br />following policy for the City of San Leandro's Locally Preferred Alternative: <br />BRT shall terminate at the Downtown San Leandro BART Station with dedicated bus lanes from <br />the north City Limit to approximately Georgia Way with local service provided by traditional or <br />express bus service. from the Downtown San Leandro BART Station to the BayFair BART <br />Station. <br />Staff additionally recommends that the City request that AC Transit study the option of <br />extending BRT to the BayFair BART Station with dedicated bus lanes from the north City Limit <br />to Georgia Way and from Blossom Way to Bancroft Avenue. <br />
