LPA for AC Transit BRT 4 May 17, 2010 <br /> DEIS/R -Summary of BRT Alignment <br />Alignment/Variations Descriptions <br />Alternatives 1 and 3: East 14 East 14 Street: Two-way median transit way from north City Limit <br />Street, Bayfair Drive and BayFair to Davis Street, mixed-flow lanes from Davis Street to Blossom <br />BART access road Way, two-way median transit way from Blossom Way to Bayfair <br /> Drive <br /> Bayfair Drive and BayFair BART access road to terminus at BayFair <br /> BART Station: median transit way along BayFair Drive transitions to <br /> mixed flow <br />Alternatives 2 and 4: East 14 Mixed-flow lanes along East 14t Street, Davis Street and San <br />Street, Davis Street and San Leandro Boulevard terminating at the San Leandro BART Station <br />Leandro Boulevard to San <br />Leandro BART <br />Review by City of San Leandro, 2007 <br />In 2007, the City of San Leandro reviewed the DEIS/R and extended its support of either <br />Alternative 2 or 4 because of the series of impacts related to the original design of the BRT <br />dedicated transit lanes. The City deferred to the AC Transit Board of Directors in determining <br />between the two service options of Alternatives 2 and 4 (Combined versus Separate). The City <br />of San Leandro at the time of initial review of the DEISBIR could not support the original <br />Alternatives 1 and 3 due to impacts related to numerous planned infrastructure improvements on <br />East 14th Street, Level of Service (LOS) impacts, traffic/circulation, parking, land use and <br />cumulative impacts. The City's response commented on the proposed build alternatives, as well <br />as identified five principal impact areas: Traffic/Circulation; Parking; Land Use; Environmental <br />Justice; Noise and Other impacts. <br />Since our review, AC Transit has made it known that Alternatives 1 and 3 are its preferred <br />alternatives. Subsequently, it worked with staff and Council to explain how its modifications to <br />Alternatives 1 and 3 have mitigated the City's identified impacts. <br />Review by City of San Leandro, 2007 to present <br />AC Transit worked with staff over the past several years to provide refined information that was <br />not in the original environmental document and to provide some solutions to earlier identified <br />impacts. This information was presented to the City Council during a work session in June 2007 <br />and at community meetings during the summer of 2008. Unfortunately, the community meetings <br />were not well attended and were inconclusive as to residents' preferences. <br />Starting in Fa112008, Staff met on a regular. basis with AC Transit staff and staff from the cities <br />of Berkeley and Oakland in what is now called the BRT Technical Advisory Committee (TAC). <br />These meetings focused on how AC Transit can improve the partnering and communication with <br />each city's elected officials, staff and citizens. Additional meetings focused on how to elicit a <br />unified and coordinated action plan from AC Transit that would be acceptable to the elected <br />
