LPA for AC Transit BRT 3 May 17, 2010 <br />The MIS identified three modal options that could best meet the established objectives while <br />satisfying the needs of the market. The modal alternatives examined were: Light Rail Transit <br />(LRT); Bus Rapid Transit (BRT); and Enhanced Bus. Several other technologies were ruled out <br />because of their high cost, unproven nature, or lack of suitability for operations in a dense urban <br />environment. Three alignment alternatives in the northern portion of the corridor and three in the <br />southern portion were analyzed for each of these modes. Referenced by their major arterials, the <br />northern alignments were Telegraph Avenue, College Avenue/Broadway, and Shattuck <br />Avenue/Telegraph Avenue. The southern alignments were International Boulevard/East 14tH <br />Street, Foothill Boulevard/Bancroft Avenue and San Leandro Street/San Leandro Boulevard. <br />The AC Transit Board of Directors adopted BRT as the Preferred Transit Alternative, with the <br />understanding that LRT should be considered as a long-term goal. BRT, featuring high-capacity <br />express operations along dedicated lanes on existing roadways, was selected because it could <br />provide many of the same features as LRT and would attract a large number of new riders at a <br />much lower cost and with fewer traffic, parking, and construction impacts than LRT. <br />In the southern portion of the corridor, the Foothill Boulevard-Bancroft Avenue and San Leandro <br />Street-San Leandro Boulevard alignments would not have served the major activity centers of <br />East Oakland as well as the International Boulevard-East 14tH Street alignment. Moreover, <br />Bancroft Avenue is narrow in sections, so a dedicated transit way would have involved greater <br />parking and roadway impacts than would have resulted with the East 14tH alignment. The San <br />Leandro Street/San Leandro Boulevard alignment offers a wider cross section and can <br />accommodate the BRT transit way; however, it duplicates BART service over much of its length <br />and the industrial development is not supportive of transit services. <br />Because of the identified disadvantages of the alternative alignments, and following the adoption <br />of the BRT as the preferred transit mode, the MIS concluded with the withdrawal of the College <br />Avenue/Broadway, Shattuck Avenue/Telegraph Avenue, Foothill Boulevard/Bancroft Avenue, <br />and San Leandro Street/San Leandro Boulevard alignments from further consideration. The <br />Preferred Transit Alternative mode and alignment consisted of BRT running along East 14tH <br />Street in San Leandrol. <br />Proposed BRT in San Leandro <br />The BRT system in San Leandro as described in the Draft DEIS/R can be broken out into four <br />major sections: <br />• The north area from the Oakland border to Davis Street <br />• The Downtown San Leandro BART connection <br />• The Downtown Area from Davis Street to Blossom Way <br />• The South Area from Blossom Way to BayFair BART/Mall <br />1 AC Transit BRT Website <br />
