CITY OF SAN LEANDRO
CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE
April 27, 2010
4:00 - 5:30 p.m.
San Leandro City Hall
835 East 14th Street
San Leandro, California
(City Manager's Large Conference Room)
HIGHLIGHTS
Committee Members
present: Mayor Tony Santos (Chair), Councilmember Jim Prola
City Staff present: Rayan Fowler, Information Technology Manager; Marian Handa, City
Clerk; Steve Hollister, City Manager; Lianne Marshall, Assistant City
Manager; Kathy Ornelas, Community Relations Representative
Public present: None
Chair Santos called the meeting to order at 4:02 p.m.
1. Discussion Regarding AB 1825 Sexual Harassment Training
City Attorney Jayne Williams was unable to attend the meeting, but provided information on
the requirements of Assembly Bill 1825. AB 1825 applies to all public agencies, and
requires employers to provide at least two hours of sexual harassment prevention and
correction training to all supervisory employees. Based on existing case law, Ms. Williams
suggests a broad definition of the term "supervisor" be used in determining the requirement
for AB 1825 training, and recommends that the training be provided to members of the City
Council.
Committee members agreed to have the AB 1825 Sexual Harassment Training scheduled per
Ms. Williams' recommendation.
Committee Recommendation:
The Committee recommended that the City Attorney schedule AB 1825 Sexual Harassment
Training for the City Council.
