MINUTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 3, 2010 <br />Deborah Cox accepted the Child Hunger Ends Here Day proclamation presented by <br />Mayor Santos. <br />3. PUBLIC HEARINGS-CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br />A. Matter of Certification of the Kaiser Permanente San Leandro Medical Center/Mixed- <br />Use Retail Development Project Environmental Impact Report (EIR); Including <br />Adoption of the Attached California Environmental Quality Act (CEQA) Findings and <br />Statement of Ovemding Considerations and Mitigation Monitoring and Reporting <br />Program; Adoption of a General Plan Amendment for the Entire Project Site to General <br />Commercial; Rezoning of the Entire Project Site to Commercial Community with a <br />Planned Development Overlay [CCPD]; Approval of a Planned Development for Phase <br />1 of the Medical Center Including Site Plan Review Based on the Guidelines, Plans and <br />Other Project Submittals; and Approval of the Development Agreement for the Project. <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister gave background on the matter, acknowledging the staff members who have <br />worked on the project, and introduced Community Development Director Luke Sims. <br />Mr. Sims provided an outline of tonight's presentation, and pointed out key aspects of <br />the Development Agreement. <br />Planning Manager Kathleen Livermore gave a PowerPoint presentation, providing <br />details of the Kaiser proposal. Principal Engineer Keith Cooke reported on the <br />proposed street and traffic signal improvements. Ms. Livermore reported on the <br />Environmental Impact Report certification process, rezoning, General Plan amendment, <br />Planned Development and Development Agreement. Ms. Livermore noted that an <br />errata sheet was distributed to the Council, so that all the individual Kaiser-owned <br />parcel numbers were included for the record. <br />Nora Klebow, Project Director of Kaiser's National Facilities Services, and other <br />representatives from Kaiser Permanente, gave a presentation on Kaiser and its Medical <br />Center project. <br />Staff responded to questions from the Council. <br />Vice Mayor Starosciak suggested that proceeds in the Community Impact Fund be <br />invested during hospital construction. Mr. Hollister indicated that the City Council <br />could make that decision. <br />The Hearing was then opened to the public. <br />
