MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 3, 2010 <br />Cedric Young, Vice President of Development for Bayfair Center, addressed the <br />City Council, expressing concern regarding the potential negative impacts of a retail <br />center at the proposed site to other retail centers in the City. Mr. Young urged the <br />Council to separate the medical project from the mixed use component, certify the EIR, <br />and postpone approval of the General Plan amendment and proposed rezoning related to <br />the 25-acre mixed use parcel. <br />Libby Seifel, Seifel Consulting, addressed the City Council, expressing concern that <br />the proposed retail development poses a significant risk to existing retail businesses in <br />San Leandro, and that retail tenants would be drawn away from other retail centers. Ms. <br />Seifel requested that the Council allow additional time for a plan to be developed for the <br />northern 25 acres of the Kaiser site. <br />Alice Ward, General Manager of Bayfair Center, addressed the City Council, <br />showing a PowerPoint presentation which highlighted Bayfair Center as a community <br />asset and revenue generator. <br />Whitney Livingston, Asset Manager and Project Leader of Bayfair Center, <br />addressed the City Council, commenting on the many entrepreneurs and local <br />community groups that occupy Bayfair Center. <br />Martin Lysons, Land Use Attorney with Gagen McCoy, addressed the City Council, <br />commenting on a way to approve the Kaiser project without resulting negative impacts <br />to existing retail. Mr. Lysons requested that the Council certify the Final EIR for both <br />the medical center and mixed use retail projects; and separate and approve all other <br />actions related to the Kaiser medical center project, but not the retail component. Mr. <br />Lysons provided a copy of the Bayfair Center PowerPoint presentation entitled <br />"Comments on Proposed Kaiser Medical Center and Retail Site" that was also presented <br />to the Planning Commission on Apri122, 2010. <br />Amy Herman, CBRE Consulting, addressed the City Council, commenting that she <br />reviewed the impacts of the retail project, and concluded that the information submitted <br />by Bayfair was not compelling. Ms. Herman commented that she felt the Keyser <br />Marsten analysis was more informative, and that the competitive overlap of the mixed <br />use retail at the proposed site with Bayfair would be minimal. <br />Mike Ramsey, P.H. Holdings/ICI Development, addressed the City Council, giving a <br />PowerPoint presentation entitled, "Review of Kaiser Medical Center Traffic Problems <br />& Solutions," and spoke to the need for a dual left-turn lane from Merced Street into the <br />hospital site. <br />Michael Loewke, P.H. Holdings/ICI Development, addressed the City Council, <br />continuing the PowerPoint presentation, and commenting on the increased traffic on <br />Marina Boulevard, Merced Street and Fairway Drive that would be generated by the <br />Kaiser and Marina Shoreline projects <br />
