Bancroft Avenue Street Rehabilitation, <br />P&S. Call for Bids 2 June 7, 2010 <br />Analysis <br />This project will reconstruct Bancroft Avenue between 138`" Avenue and 148t" Avenue. The <br />work will cement treat the base material for strength and repave the surface with a 4-inch thick <br />asphalt concrete. Curb ramps within the project limits that do not comply with current <br />Americans with Disabilities Act (ADA) standards will be replaced. <br />The use of the ARRA Cost Savings funds is conditioned with very tight time constraints. Staff <br />has received final authority to bid the project from Caltrans, which administers the ARRA funds <br />on behalf of the federal government. <br />Previous City Council Actions <br />• On March 2, 2009, by Resolution No. 2009-030, the City Council authorized the filing of an <br />application for ARRA funding and assured completion of the project <br />• On March 2, 2009, by Resolution No. 2009-031, the City Manager authorized the <br />appropriation of $1,338,222 of ARRA Grant Funds <br />• On March 2, 2009 by Resolution No. 2009-032, the City Manager authorized to Advertise <br />and Award the ARRA funded San Leandro Street Rehabilitation Project <br />• On October 5, 2009, by Resolution No. 2009-136, the City Council approved Program <br />Supplement Agreement No. 015-N to Administering Agency -State Agreement No. 04- <br />5041R to accept federal funds for the San Leandro Street Rehabilitation Project, City Project <br />No. 144-38-296 & 150-38-315, Federal Aid Project No. ESPL-5041 (033) <br />• On December 7, 2009, by Resolution No. 2009-159, the City Council authorized the City <br />Manager to file an application for ARRA cost savings funds for the Bancroft Avenue Street <br />Rehabilitation Project and assuring completion of the project <br />• On December 7, 2009, by Resolution No. 2009-160, the City Council authorized the City <br />Manager to appropriate $206,979 of ARRA grant funds for the Bancroft Avenue Street <br />Rehabilitation Project <br />Applicable General Plan Policy <br />This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action <br />Item 16.03-A: Funding for Maintenance. <br />Code Compliance Review <br />Caltrans Local Assistance has deemed the project a Categorical Exclusion under the National <br />Environmental Policy Act. <br />Fiscal Impact <br />The total construction cost including contingency and construction management costs for the <br />project is estimated to be $843,000. <br />
