Concerns had been expressed by City staff regarding whether not the location or altitude of the <br />new tower would divert touch-and-go training flights into neighboring cities. This will be <br />studied, but airport officials believe the new tower won't be causing any modifications in the <br />touch-and-go air traffic. <br />Recommendations: <br />None <br />3. Recommendation for Appointments of Community Representatives to the North Field <br />and South Field Study Groups and the Noise Forum <br />Councilmember Starosciak reviewed the application and interview process for appointments to <br />the North Field and South Field Groups, as well as the Noise Forum. <br />The Committee concurred that Debra Brinson be appointed to the North Field Group, John <br />Manuel and Gerd Marggraff be appointed to the South Field Group, and Will Fernandez be <br />appointed to the Noise Forum. There is not a second community representative for the North <br />Field at this time. <br />Recommendations: <br />Schedule City Council appointment of Debra Brinson to the North Field Group, John Manuel <br />and Gerd Marggraff to the South Field Group, and Will Fernandez to the Noise Forum as San <br />Leandro's community representatives. <br />4. Public Comments <br />John Manuel commented on the insulation program and on appointments to the airport groups. <br />5. Committee Member Comments <br />Councilmember Prola commented that the appointment process for the community <br />representatives to the airport groups was complicated by the fact that few submitted <br />applications, despite staff's efforts to notify the community. He also expressed the desire to <br />see the appointment process as open as possible. <br />Councilmember Starosciak thanked the Port representatives for attending the opening of the <br />Bay Trail Bridge. She also discussed how the school districts benefited from the insulation <br />program and how it has made a huge difference for the schools. <br />6.
