MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 17, 2010 <br />`REGULAR MEETING 7x00 PM-City Council Chambers <br />1. CALL TO ORDER <br />The meeting was called to order at 7:10 p.m. <br />A. Pledge of Allegiance to the Flag <br />Councilmember Gregory led the Pledge of Allegiance to the Flag. <br />B. Roll Call <br />PRESENT: Members Gregory, Prola, Reed, Souza, Starosciak, Stephens; <br />Mayor Santos <br />ABSENT: None <br />C. Announcements <br />Mayor Santos announced that, due to the number of individuals wishing to speak on the <br />public hearing item, the time would be limited to 3 minutes per speaker. <br />2. PRESENTATIONS/ RECOGNITIONS <br />A. Presentation on Proposed New Alameda County Transportation Commission (ACTC) <br />Joint Powers Agreement, and Update on the Development of the Countywide <br />Transportation Plan, Funding Strategies and Opportunities. <br />Christine Monson, Executive Director of the Alameda County Transportation <br />Improvement Authority (ACTIA), and Dennis Faye, Executive Director of the Alameda <br />County Congestion Management Agency (ACCMA), gave a short PowerPoint <br />presentation, providing information on the proposed merger between ACTIA and <br />ACCMA to form new agency, the Alameda County Transportation Commission <br />(ACTC). The presentation described the composition of the ACTC, which would be <br />created by a Joint Powers Agreement, and also provided information on SB 83, a <br />Vehicle Registration Fee (VRF) proposed for the November 2010 ballot. <br />Ms. Monson and Mr. Faye responded to questions from the Council. They requested <br />the Council's future approval of the revised ACCMA and new ACTC Joint Powers <br />Agreements, and they also requested feedback to the ACCMA on the VRF. They will <br />return in the future to discuss the Countywide Transportation Plan and Expenditure <br />Plan. <br />
