PUBLIC HEARINGS-CITY COUNCIL Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the Mayor. When you address the City Council, you should fill out a speaker card and submit it to the City Clerk so the order of speakers maybe determined and an official record of names and addresses obtained. A. Matter of Designation of San Leandro's Locally Preferred Alternative (LPA) to Be Included and Analyzed in the Final Environmental Statement/Report for AC Transit's Bus Rapid Transit (BRT) Project. Continued Public Hearing from Apri119, 2010. This being the time and place for the Public Hearing on the above matter, City Manager Hollister gave background on the matter, and introduced Principal Engineer Keith Cooke. Mr. Cooke gave a PowerPoint presentation, providing information on the proposed Bus Rapid Transit (BRT) project. Mr. Cooke described San Leandro's previous Locally Preferred Alternative (LPA), the extensive public outreach that has been performed, the benefits and tradeoffs of implementing BRT, and the proposed LPA options for San Leandro. Staff responded to questions from the Council. The City Council recessed from 8:22 p.m. to 8:31 p.m. The Hearing was then opened to the public. Joyce Roy, Oakland resident, addressed the City Council, commenting that there are other alternatives than either the dedicated lanes or no-build options. Thomas Combs, San Leandro resident, addressed the City Council, expressing concern regarding the loss of the two-way left-turn lane at East 14t" and Dutton, and other traffic, parking and bicycling problems that could result from changing traffic flow and lane striping on East 14`" Street. Peggy Combs, San Leandro resident, addressed the City Council, commenting on behalf of residents on Georgia Way. Ms. Combs stated that while they are not opposed to BRT, they oppose dedicated lanes at the north end of San Leandro. She commented that dedicated lanes would create negative impacts on the neighborhood's safety, health and quality of life. Andreas Cluver, Alameda County Building Construction Trades Council, addressed the City Council, expressing support for BRT as smart development. Mr. Cluver commented on AC Transit's commitment to a local hire provision. Linda Perry, San Leandro resident, addressed the City Council, expressing concern regarding the negative impacts from the proposed BRT dedicated lanes, and from terminating BRT at Bay Fair BART.
