MITIGATION MONITORING AND REPORTING PROGRAM <br />FOR THE KAISER SAN LEANDRO MEDICAL CENTER /MIXED-USE RETAIL DEVELOPMENT PROJECT <br />Monitoring Responsibility Implementation and <br />Environmental Impact Mitigation Measures Monitoring Timeline <br />modes to patients and visitors as needed. The employee shall have had previous <br />experience with TDM and shall be trained for the role. The transportation <br />coordinator may have other duties, but would be available when needed. to cover <br />the workload demands. <br />a. A website shall be one of the programs organized by the Transportation <br />Coordinator. The website shall contain information on parking, transportation, <br />and TDM-related information. The website shall include a Quick Link to a <br />Commute page on the Intranet (an internal website for Kaiser Permanente <br />employees), as well as one on the public website for visitors and prospective <br />employees. <br />b. A TDM package shall be provided for all new Kaiser Medical Center employees <br />at the same time as health plan and other benefits are being introduced and <br />the benefits of alternative commute methods shall be stressed in the new <br />employee orientation program. <br />c. A bicycle package, consisting of a bicycle map, safety information, provision of <br />bike storage, showers, and information about bicycle maintenance and the <br />Commute Assistance Program, shall be provided to all Kaiser Permanente <br />employees. <br />d. The Transportation Coordinator shall organize meetings for those living near <br />each other to discuss potential for carpooling and vanpooling. The commute <br />benefits program shall also be reinforced at these meetings. <br />e. A transit information fair shall be held quarterly (four times per year), and then <br />can be reduced to occur annually (once per year) after the single-occupant <br />vehicle reduction target of 10 to 15 percent has been met. <br />• Commute Assistance Center -Kaiser shall establish and maintain a Commute <br />Assistance Center (CAC) in a centralized location in the project site. The CAC <br />shall remain open during normal business hours. An information kiosk shall also <br />be established and maintained, with transportation maps and schedules and a <br />courtesy phone to contact the CAC for transportation information, in the main <br />building lobby for patients and visitors. A program shall be established to orient <br />new employees on the TDM program and facilities. and the advantages of <br />participation. <br />• Shuttle Service -Kaiser shall provide and maintain a shuttle service between the <br />San Leandro BART Station transit center and the project site that operates <br />weekdays and is coordinated with BART and AC Transit timetables. The shuttle <br />service shall consist of a minimum of two 20- to 24-passenger vehicles with the <br />shuttle service operating at a minimum from 6:30 AM to 6:30 PM with a minimum <br />headway frequency of 15 minutes (four trips per hour from the project site to the <br />BART station and four trips returning).
