Toyon Park Playground Sitework <br />P&S, Call for Bids 2 July 6, 2010 <br />Analysis <br />With prior City Council authorization, the City Manager approved the plans and specifications <br />and called for bids on June 14, 2010. The bids were opened on June 29, 2010. Five (5) bids <br />were received ranging from $35,593.92 to $67,375.00. Jim Freethy Excavating, Inc. is the <br />lowest responsible bidder. The engineer's estimate for the work is $80,000. <br />This project will provide the necessary sitework for the future KaBOOM! playground. The <br />City's work will consist of concrete curb, storm drainage modifications, and improvements to <br />meet Americans with Disabilities Act (ADA) requirements. <br />Current City Council Policy <br />To upgrade City parks and park play equipment to comply with ADA and Consumer Product <br />Safety Commission (CPSC) requirements. <br />Previous City Council Action(s) <br />• On April 19, 2010, by Resolution 2010-055, the City authorized the City Manager to sign a <br />Letter of Intent for KaBOOM! stating that if a site within the City is selected the City will <br />have reviewed the Draft Community Partner agreement and will be prepared to sign the final <br />Community Partner agreement <br />• On May 3, 2010, by Resolution 2010-052, the City Council authorized the City Manager to <br />approve plans and call for bids on the subject project <br />Applicable General Plan Policy <br />Conforms with General Plan Goa121.01, which encourages both renovation and ADA upgrades <br />of City parks. <br />Environmental Review <br />A California Environmental Quality Act (CEQA) exemption for the project was filed with <br />Alameda County on March 26, 2010, pursuant to Section 15302. <br />Code Compliance Review <br />Work shall comply with all applicable building codes. <br />Board/ Commission Findings <br />The Recreation and Parks Commission was informed of the KaBOOM! playground application <br />at its Apri17, 2010 meeting. <br />
