IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />AND THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2001- 20 (1012/2888) <br />and <br />RESOLUTION N0.2001- 2 (s1,x~) <br />JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />AND THE SAN LEANDRO REDEVELOPMENT AGENCY ADOPTING THE <br />CENTRAL SAN LEANDRO/BART AREA REVITALIZATION STRATEGY AND <br />ADOPTING A MITIGATED NEGATIVE DECLARATION OF ENVIRONMENTAL <br />IMPACT INCLUDING A MITIGATION MONITORING PROGRAM <br />WHEREAS, the Central San Leandro/BART Area Revitalization Strategy <br />("Revitalization Strategy") has been presented to the City Council of the City of San <br />Leandro ("City Council") and the Redevelopment Agency of the City San Leandro <br />("Redevelopment Agency"); and <br />WHEREAS, the Planning Commission, having reviewed the Mitigated Negative <br />Declaration of environmental impact prepared in connection with the Revitalization <br />Strategy, has recommended that the Revitalization Strategy be approved; and <br />WHEREAS, the City Council and the Redevelopment Agency find that the Plan <br />is consistent with the General Plan of the City of San Leandro, and, additionally, find that <br />the Plan is consistent with the Five Year Implementation Plan for the Plaza <br />Redevelopment Project Area; and <br />WHEREAS, the City Council and Redevelopment Agency have reviewed and <br />considered the Mitigated Negative Declaration, and have determined that it has been <br />completed by the Department of Development Services of the City of San Leandro in <br />compliance with the requirements of the California Environmental Quality Act; and <br />WF~REAS, all comments concerning the Mitigated Negative Declaration <br />received during the public review and comment period have been reviewed and <br />considered by the City Council and the Redevelopment Agency; and <br />WHEREAS, the Mitigated Negative Declaration, based on the Initial Study <br />Checklist Form prepared in connection therewith, concludes that if the recommended <br />mitigation measures are implemented the proposed project will have no significant effect <br />on the area's resources, cumulative or otherwise, and furthermore concludes that <br />implementation of the proposed project would either result in no environmental impacts, <br />or impacts that are considered less than significant after implementation of the required <br />mitigation measures; and <br />WI~REAS, a Mitigation Monitoring Program has been prepared in compliance <br />with the California Environmental Quality Act; and <br />
