WHEREAS, the office of the Redevelopment Administrator, and the Department <br />of Development Services, are located at 835 E. 14~' Street, San Leandro, California, and <br />they are the custodian of documents or other materials forming the basis for this <br />determination. <br />NOW, THEREFORE, the City Council of the City of San Leandro, and the <br />Redevelopment Agency of the City of San Leandro, jointly resolve as follows: <br />1. The Central San LeandroBART Area Revitalization Strategy is hereby <br />approved and adopted; <br />2. The City Council and the Redevelopment Agency, having reviewed the whole <br />record before it on this matter and considered the Mitigated Negative Declaration <br />prepared in connection with said Revitalization Strategy, along with all comments <br />received during the public review process, on that basis find that the Mitigated Negative <br />Declaration reflects the independent judgment of their respective agencies, and <br />additionally find that there is no substantial evidence that the project will have a <br />significant effect on the environment; <br />3 . The Mitigation Monitoring- Program prepared in connection with the Mitigated <br />Negative Declaration sets forth an adequate program for reporting on and monitoring the <br />mitigation measures which the City and the Redevelopment Agency have required to <br />mitigate or avoid significant environmental effects, and, therefore, said Mitigation <br />Monitoring Program is hereby adopted and compliance therewith is made a condition of <br />approval of the Revitalization Strategy; <br />4. City and Redevelopment Agency staff are authorized and directed to pursue <br />possible sources of funding to finance the various capital projects identified in the <br />Revitalization Strategy. <br />5. City and Redevelopment Agency staff are further authorized and directed to <br />process any amendments to the Plaza Redevelopment Project Area Plan necessary to <br />implement the Revitalization Strategy. <br />
