~ gRN ~~. <br />~__ <br />~' ~~"~±~~~~ ~ CITY OF SAN LEANDRO <br />~. , <br />. t'-~' ti <br />"~~Hp°w"`~~~~~ MITIGATED NEGATIVE DECLARATION <br />Notice is hereby given that the City of San Leandro finds that no significant effect on the environment <br />as prescribed by the California Environmental Quality Act of 1970, as amended will occur for the <br />following proposed project: <br />I. PROJECT DESCRIPTION: <br />The proposal consists of adoption of a Revitalization Strategy for the project area and <br />land use designation amendments to the existing Plaza Redevelopment Area Plan. The <br />Strategy recommends several streetscape-related capital improvement projects and higher <br />density residential, commercial and office in-fill developments, which together are <br />intended to create a coherent and attractive district and maximize the value of the area's <br />assets. The Strategy contains detailed designs for improvement of area streets and the <br />BART and AC Transit stations. It also includes site development plans and illustrations of <br />recommended in-fill development projects, and design guidelines that may be used to <br />review site-specific development proposals. The project applicant for this proposal is the <br />Redevelopment Agency of the City of San Leandro. <br />II. DECLARATION THAT PROJECT WILL NOT SIGNIFICANTLY AFFECT <br />ENVIRONMENT: <br />With implementation of the recommended mitigation measures, the proposed project will have <br />no significant effect on the area's resources, cumulative or otherwise. <br />II. FINDINGS SUPPORTING DECLARATION: <br />A. Central San Leandro is the City's best location for new, higher density in-fill development <br />due to the close proximity of Downtown and the San Leandro BART station. Combined <br />with a number of vacant and underutilized properties, an opportunity has been created for <br />investment in land uses that are supportive both of transit use and downtown revitalization. <br />B. The proposed project has been reviewed according to the standards and requirements of <br />the California Environmental Quality Act (CEQA) and an Initial Study Environmental <br />Evaluation Checklist has been prepared with a determination that the project will not have <br />'. a significant impact on the environment and as long as future site/project-specific applicants <br />comply with all identified mitigation measures. <br />C. Currently, there are some discrepancies between the specific land uses allowed by the Plaza <br />Redevelopment Plan and those proposed by the Strategy. Implementation of the <br />Revitalization Strategy will require amendments to the Land Use Utilization Plan of the <br />Plaza Redevelopment Plan.
