Downtown Plan -Short Term <br />Recommendations <br />The intention. of the short term <br />plan (see fold out sheet) is to make <br />small, affordable, visible improve- <br />ments which create momentum for <br />greater change. These catalyst <br />projects will help to create confi- <br />dence in the future of downtown, <br />promoting additional investment <br />and building community support. <br />The short term plan addresses <br />three key elements: <br />1. Historic Plaza Renovation and <br />Estudillo-BART Link. <br />2. Pedestrian Improvements. <br />3.
