A substantial temporary or periodic increase in X 2
ambient noise levels in the project vicinity
above levels existin without the ro'ect?
e. For a project located within an airport land use g 2
plan, would the project expose people residing
or working in the project area to excessive
noise levels?
f. For a project within the vicinity of a private g 2
airstrip, would the project expose people
residing or working in the project area to
excessive noise levels?
EXPLANATION: The project area exists as a mostly developed urban environment, with I-580 (elevated above MacArthur
Boulevard) existing as the eastern project boundary. The proposed project includes streetscape and design elements that will enhance
the commercial and business environment; calm traffic and enhance pedestrian movement; and create an attractive city gateway
along a specific portion of MacArthur Boulevard. No noise impacts are anticipated with implementation of the proposed project.
Temporary increases in the ambient noise levels can be expected in relation to the construction of some of the proposed project
improvements. However, because this is a temporary increase, and the City regulates the hours of construction activities, and also
due to the fact that the I-580 freeway exists as the project s eastern boundary, temporary increases in the ambient noise environment
are anticipated to be less than significant. The project area is not located within an airport land use plan, therefore no impacts are
anticipated related to exposure of people to excessive airplane noise levels.
10, .TRANSPORTATION/CIRCULATION. Would t he ro'ect:
a. Cause an increase in traffic which is substantial X 2
in relation to the existing traffic load and
capacity of the street system (i.e., result in a
substantial increase in either the number of
vehicle trips, the volume to capacity ratio on
roads, or con estion at intersections)?
b. Exceed, either individually or cumulatively, a X 2
level of service standard established by the
county congestion management agency for
desi Hated roads or hi wa s?
c. Result in a change in air traffic patterns, X 2
Including either an increase in traffic levels or
a change in location that results in substantial
safet risks?
d. Substantially increase hazards due to a design X 2
feature (e.g., sharp curves or dangerous
intersections) or incompatible uses (e.g., farm
e ui ment)?
e.
