OTHER ACTIONS <br />BARRIERS TO AFFORDABLE HOUSING <br />Funding <br />The City of San Leandro will make every effort to apply CDBG, HOME and redevelopment <br />funds towards affordable housing programs and projects in FY 2001-02. <br />Land Costs <br />New construction is limited due to increased land costs. The City will continue to implement <br />the Apartment Rehabilitation Program, offering financing to owners of existing rental units in <br />exchange for affordability covenants. <br />Polic <br />The recommendations of the Affordable Housing Task Force, presented to the City Council in <br />February of 1997, identified priorities and programs for furthering Affordable Housing <br />opportunities in San Leandro. The report contained afive-year plan for implementation of <br />programs and activities, and continues to provide policy direction in the area of affordable <br />housing <br />Ten new affordable ownership units have recently been constructed as part of the Ryland <br />Medallion development. At the354-unit Cherrywood development, another 36 affordable units <br />will be constructed over the next three years. Affordable housing continues to be a requirement <br />in all new residential projects that are located within Redevelopment Project Areas.. <br />The City is presently in the process of updating its General Plan and a citizen advisory group has <br />worked on preliminary policy concerns related to housing and neighborhoods. Work on updating <br />the Housing Element is also anticipated to begin this summer in order to meet the State- <br />mandated deadline of December 2001. The Housing Element will address how the City can meet <br />its Regional Fair Share Housing Needs and affordable housing goals while also providing a <br />detailed map to illustrate where available sites are located. <br />Impediments to Fair Housing <br />In June of 1997, the Alameda County HOME Consortium conducted an analysis of impediments <br />to fair housing, which included all cities in the Consortium. The consortium Analysis was <br />submitted to HUD. For several years, the City has worked with ECHO Housing, anon-profit <br />organization, to investigate complaints and provide audit on various aspect of fair housing. <br />During 2001-02, ECHO will continue its annual audits to determine housing discrimination <br />against afederally-protected class. <br />The. City will continue its contract with ECHO Housing to investigate complaints of housing <br />discrimination, to provide counseling to tenants and landlords, and to provide training for <br />Realtors and landlords <br />
